Academy Team
The IFEM Academy is part of the International Federation for Emergency Medicine and is guided by the IFEM Assembly, ensuring that member societies remain at the heart of its direction and priorities.
Academic leadership of the IFEM Academy is provided by the Dean and Vice Deans, who oversee the Academy’s educational direction, quality, and alignment with IFEM’s mission.

Prof Elizabeth DeVos
Director of Academic Affairs
Elizabeth DeVos MD, MPH, FACEP is a Professor of Emergency Medicine at the University of Florida College of Medicine-Jacksonville where she is Assistant Dean for Student Affairs at the Jacksonville Regional Medical Campus and also Assistant Chair for Faculty Development in the Department of Emergency Medicine. She is Medical Director for International EM Education Programs and served 10 years as the Director of the UF College of Medicine Global Health Education Programs. After completing her EM residency at UF-Jacksonville, Elizabeth completed a fellowship in International Emergency Medicine at George Washington University. She has partnered in the development of EM Specialty Training in several countries, including living and working in Kigali, Rwanda as faculty in the first EM residency. Elizabeth has served the American College of Emergency Physicians as a leader of the International Section, Committee, and the ACEP Ambassador Program. She previously served the IFEM Specialty Implementation Committee as Chair and led the working group to publish, “How to Start and Operate a National Emergency Medicine Specialty Organization.” She served as IFEM Director of Academic Affairs from 2022 to present and is looking forward to the opportunity to grow IFEM's capacity to connect IFEM members with high quality EM educational materials through the IFEM academy.
Dr Ffion Davies
Dean
Dr Ffion Davies is very proud to hold the position of Dean of the IFEM Academy. She is also the Immediate Past President of IFEM.
Ffion works as a Consultant Emergency Physician at the University Hospitals of Leicester and Honorary Senior Lecturer, University of Leicester (UK). She is dual trained in Adult and Paediatric Emergency Medicine.
Ffion has a passion for multi-professional Education and to achieve equitable access to resources for professional learning worldwide. This includes sharing resources to support clinical educators in delivering high quality training. She is also main author of the textbook Emergency Care of Minor Trauma in Children and lead developer for the popular eLearning website www.spottingthesickchild.com
Ffion's role as Dean of the Academy is to ensure that IFEM delivers its goals in helping professionals to provide excellent care for their patients. She oversees a fantastic team of people, including four Vice Deans, all working with volunteer content providers to collaborate in shaping a truly excellent go-to resource.
Dr James Kwan
Vice Dean
Dr James Kwan is a Senior Consultant in the Department of Emergency Medicine at Tan Tock Seng Hospital in Singapore and Associate Professor of Emergency Medicine at the Yong Loo Lin School of Medicine (National University of Singapore) and Lee Kong Chian School of Medicine (Nanyang Technological University). He is Chair of the IFEM Academic Committee and has extensive experience in international medical education leadership, academic governance, and program development. His role as Vice-Dean of the IFEM Academy is to support the Academy Dean and the IFEM Director of Academic Activities in the strategic oversight and operational delivery of the Academy, guide the development and implementation of the Learning Management System, and ensure alignment between the Academy’s outputs and IFEM’s broader academic mission, focusing on equitable global access to high-quality education and faculty development.
Prof Sa'ad Lahri
Vice Dean
Prof. Sa'ad Lahri is Vice Dean of the IFEM Academy and an emergency physician from Cape Town, South Africa, where he serves as Head of the Division of Emergency Medicine at Stellenbosch University. His role as Vice Dean focuses on sourcing educational content and overseeing the Academic Advisory Panel, the group responsible for creating and curating the Academy's learning materials. With a passion for medical education, teaching, and training, he is committed to ensuring the Academy delivers high-quality, globally relevant content for emergency medicine practitioners worldwide.
Dr Simon Chu
Vice Dean
Dr Simon Chu is a senior adult and paediatric emergency physician from Australia. He currently chairs the IFEM Emergency Medicine Practice Committee. He as been appointed as one of the Vice Deans of the IFEM Academy. Simon's Academy role will be to strategically coordinate content delivered from the IFEM 12 Special Interest Groups to the Academy, which includes learning resources and the production of recorded virtual learning events. The learning resources will be found in the leadership room and the clinical library.
Prof Nisreen Maghraby
Vice Dean
Dr. Nisreen Hamza Maghraby is the Co-Chair of the IFEM Academy Advisory Panel. A Canadian-trained Emergency Medicine and Trauma Consultant, she serves as Assistant Professor at Imam Abdulrahman Bin Faisal University (Saudi Arabia). She advises on content strategy and global engagement, overseeing the alignment of Academy offerings with IFEM’s mission to deliver inclusive, high-quality emergency education. Dr. Maghraby works alongside global educators, clinicians, and researchers to shape content that empowers physicians worldwide, with a focus on relevance, equity, and practical implementation across healthcare systems.
Francesca Gonzalez
Education Coordinator
In her role as IFEM’s Education Coordinator, Francesca supports the development and delivery of the IFEM Academy by coordinating LMS content workflows, managing contributor submissions, and ensuring materials progress efficiently through review, QA, and final approval. She maintains Academy dashboards and trackers, facilitates communication across leads, reviewers, Advisory Panel members, and contributors, and prepares guidance materials to support content creation. Her work includes overseeing version control and file organization, assigning and tracking review tasks, returning items with consolidated feedback, and contributing to process mapping and platform design to ensure a consistent, high‑quality learning experience across all Academy resources.
Dr Mark Ragoo
Project Manager
Dr Mark Ragoo is a Consultant in Emergency Medicine with a long-standing interest in clinical informatics, digital health, and systems improvement. He is a founding member and Immediate Past Chair of the IFEM Informatics Special Interest Group and a co-author of the IFEM White Paper on Artificial Intelligence in Emergency Medicine. He continues to advise IFEM on informatics initiatives and is Project Manager for the IFEM Academy, a global digital education platform for emergency clinicians. His work focuses on translating technology, education, and systems thinking into practical, equitable improvements in emergency care.
